Huther-Doyle Tries to Save Program for Young Offenders ROCHESTER, NY (WXXI) - A program that transitions young offenders from the Monroe County Correctional Facility back to the Rochester Community is fighting for its life. "Project No Return" has succeeded at preventing young offenders from becoming repeat offenders, but the federal grant which supports the program runs-out in 2009.
