Charlotte Tops Voters Redevelopment Concerns ROCHESTER, NY (WXXI) - People are watching Charlotte closely. That's what WXXI learned in its annual Voice of the Voter poll. Of the likely Monroe County voters surveyed, more than two thirds said they supported redevelopment at the Charlotte waterfront redevelopment. In fact Charlotte came out on top, with more people supporting it than projects like high speed rail or a new campus for MCC.
