Incoming chief wants to change police culture

Edward Flynn visited Milwaukee Thursday for the first time since he was chosen this month as the city's new police chief. Flynn will step down as Police Commissioner of Springfield, Mass., in order to take the job. During his visit, Flynn met with elected officials and spoke at a Milwaukee Press Club luncheon. In this portion of his speech, he talks about changing the police department's culture. He says he'll try to make all officers understand that they're responsible for keeping each other on the straight and narrow.
