Rolling blackouts. Electric prices so high that some people won't be able to afford to power their homes. These dire predictions came from the head of the National Rural Electric Cooperative Association. It's CEO, Glenn English, has started a million e-mail campaign to get national lawmakers to ease the way for new power plants and transmission lines to be built.
