Jail Commission Says Wheelchair Incident "Isolated"

Abuses of jail inmates at Hillsborough County's lockup are not endemic. That's the bottom line of a report issued by an independent panel.
Commission chairman James Sewell called the wheelchair dumping an "aberration" and said the jail system is "one of the strongest in the country."
The list of recomendations includes looking at the process of responding to greivances by jail inmates, clarifying when force is needed to subdue inmates, and adding sound recording devices to the existing video surveillance system. © Copyright 2009, WUSF
