Mayor Works to Halt Transfer Center TAMPA (WUSF) - Jacksonville-based CSX is planning to build a rail transfer center in Winter Haven. Railroad cars will arrive to be unloaded with the contents sent on their way by truck.

The plan would result in more trains running through downtown Lakeland. And, that bothers folks like Lakeland's mayor.
