Congress Tackles Guest Worker Program
(APR - Alabama Public Radio ) - Congress created the H2 Program in 1943 when Florida sugar cane growers need temporary foreign workers to cut their crops. Today the guest worker program is used across the country, including in Alabama to fill jobs in forestry and seafood processing.

But Jill Morrison of the Capitol News Connection reports that many lawmakers want to change the program, saying it contributes to illegal immigration.
