New York's Medicaid system reassessed BINGHAMTON, NY (wskg) - Medicaid is the federal-state health care system for low-income persons and those with disabilities. Last Tuesday, New York agreed to pay 540 million dollars to the federal government to settle allegations it overbilled Medicaid expenses.
