The governor is scheduled to announce that plan at a news conference today (Tuesday) in Chicago.

The Associated Press has learned the plan includes $1.5 billion for school construction and an increase of the per-child "foundation" level of spending.

An individual familiar with the plan provided that information to the AP but requested anonymity because it hasn't been announced.

The governor's plan also would give teachers performance pay, replace outdated textbooks and increase state takeovers of failing schools.

The details come after state Senator James Meeks abandoned as third-party run for governor last week because Blagojevich promised him increased funding for schools.
