Providence County Superior Court Judge Michael Silverstein is expected to appoint a permanent receiver to the financially troubled ProCAP agency today. Providence attorney Thomas Hemmendinger has held the job on a temporary basis since mid December. Hemmendinger will also update the court on ProCAP's financial status.
ProCAP, which provides heating, weatherization and other services to the poor, has been under a microscope since November when an independent report cited chronic financial mismanagement. Since then, its director, Frank Corbishley, has been suspended without pay and a third of its workforce let go. The agency is so cash strapped its heat and electricity were turned temporarily shut off just before Christmas. ProCAP spokesman Bill Fisher says it's more than two million dollars in debt.
