Blue Cross Blue Shield of Rhode Island is the only insurer in the state that sells health insurance to residents without employer sponsored insurance. That's why rate increases for these approximately 14 thousand Rhode Islanders receive special attention. The annual requests are subject to a rate hearing process and final approval from the Health Insurance Commissioner.
Last year, Blue Cross requested a nearly 8 percent rate increase. Commissioner Koller reduced that rate down to less than two percent.
