Bond Proposal Series, Part 1: What is a Bond Issue? BATON ROUGE, LA (wrkf) - This is the first part in a series looking at the Bond Proposal before East Baton Rouge parish voters November 14th. Before we look at individual projects that would be funded by the bonds, Dr. Jim Richardson joins WRKF's Saiward Pharr to explain what a bond proposal is.

Richardson is the director of the Public Administration Institute at Louisiana State University, and an alumni economics professor at LSU. He also prepared the economic analysis of the 2009 Bond Proposal for the political action committee supporting the measure.

Part Two of this series looks at the proposed drainage system changes.
