Quaker City man pleads guilty QUAKER CITY, OH (WOUB) - A Quaker City man has pled guilty in Guernsey County Common Pleas Court to the attempted rape of a four year old girl back in April.

Twenty-four-year-old Norman Lucas was initially charged with rape.

Lucas is now looking at a maximum of 13 years in prison.
