State Route 56 housing project possible without annexation to Athens
(WOUB) - Local developer Brent Hayes says he's considering a State Route 56 housing project without annexation into the City of Athens.

Hayes had asked for city sewer services to the site and was willing to become part of the city but now says he doesn't like the city's conditions for doing so.

Hayes spoke last night as Athens City Council gave first reading to a proposed agreement with Hayes who says he's looking at another option.

He wants to start construction this fall or next spring but says getting the necessary city approvals could make that impossible.

Hayes says the proposed agreement requires an okay by the City Planning Commission before he taps into sewer lines plus annexation within two years.

City Councilmembers, including Jim Sands, defended the requirements.

The Hayes site is 300 acres and his initial development would be on 84 of those acres.
