Portsmouth City Council adopts controversial ordinance

(WOUB) - Last night, Portsmouth City Council waived the rule requiring three readings and adopted a controversial ordinance.

The move meant the public did not have the opportunity to speak against the measure, which allows the mayor to move forward with plans to construct a new justice center on Washington Street.

The ordinance also calls for the renovation of the Martings Building for use as city offices as well as private businesses.

Two years ago, Portsmouth residents voted by a nearly two-to-one margin not to use the Martings Building for city offices.
