The judge sentenced Gwinn to pay one-thousand dollars in court costs, which he called a significant financial sanction.
Gwinn was convicted in January of lying about her campaign finances.
Special Prosecutor Dave Yost asked the court to sentence Gwinn to some jail time or electronic monitoring.
He says he's disappointed by the judge's decision.
Gwinn spoke to the court before sentencing and had to pause for a minute to compose herself after starting to cry.
She says the campaign finance investigation was difficult on her.
Gwinn also told the judge that she doesn't know what role she'll play in politics in the future.
