Legislators are negotiating a deal for regulating large-scale water withdrawals in Michigan. The compact would prevent Great Lakes water from being sent outside the drainage basin. Lawmakers have been working on new water rules for more than two years. While the bill itself has wife support in Michigan, the House and Senate have delayed sending it to Governor Jennifer Granholm.
