Flooding makes Rockford disaster area ROCKFORD, IL (wnij) - Heavy rains from Monday night caused rapid flooding and forced a number of people to evacuate their homes in Rockford area. It was the worst flooding the city's seen since last year when a storm caused similar problems in the exact same neighborhoods.
