Buffalo Needs to Revise Evacuation Plans

Just weeks after Americans watched the cities of New Orleans and Galveston evacuate residents under hurricane threats, a professor of architecture and planning at UB says Buffalo and many other upstate cities are ill-prepared to deal with the emergency evacuation of residents.
Dr. Daniel Hess, who has studied the aftermath of Hurricane Katrina, evaluated emergency plans in Buffalo, Rochester, Syracuse and Albany.
