Williams says he's proud of the academic success and great strides the district has made.
"We are a district on the rise and a district moving in the right direction," Williams said.
Williams says teacher aides and teaching assistants have a new contract. Test scores are up and numerous new programs have been added.
"We expanded our foreign language to include Manderin Chinese and Latin at both the elementary and high school levels."
This year every city high school will offer Advanced Placement courses. There's more athletic programs. And Williams says interactive white boards have been installed in every room in 16-schools.
Despite the accomplishments, Williams says challenges remain, including rising costs, potential budget cuts and poor test scores in some schools.
"The challenges are great, yet the critical investment in education will help the City of Buffalo grow on a social and economic level," Williams said.
Williams thanked the teachers, staff and other administrators for their dedication. He says it's time for all sides to return to the table and work out a solution so that teachers can get the raise they deserve and one the district can afford.
Meanwhile, hundreds of school buses are once again out on area roadways as children head back to school this week.
The AAA rolled-out its annual "School's Open - Drive Carefully" campaign Tuesday.
Lake Shore School's Transportation Supervisor Michael Dallessandro says motorists should plan on taking some extra-time and not risk passing a stopped school bus.
Passing a stopped school bus, in either direction...even on a divided highway, is against the law. Violators could face a $250 fine.
