Secretary of State Division of Charitable Solicitations CHARITABLE ORGANIZATIONS Any person or group that appeals to the public for support of its charitable cause is a "charitable organization". Persons or organizations that intend to solicit donations must register before asking the public for contributions. Excluded from the requirement to register are religious institutions and affiliated groups; educational institutions and supporting organizations; volunteer fire departments, rescue squads and local civil defense organizations; and, organizations that receive contributions less than $30,000 annually. (Excluded groups are required, however, to complete and file an "Exemption Request" form.)
