"I think sometimes these events have been characterized by the media as being just anti-government, but what we want is for government to be in its proper role, which is a much more restrained role and a much smaller role than we've seen."
In addition to hearing speeches from a number of groups, Waters says attendees will be offered the chance to "sound off" for about a minute, via an open mic. The event is from noon to two Saturday on the Capitol steps.
