Blue Cross-Blue Shield of Michigan says it will soon face a financial crisis if the Legislature does not act on measures that would improve its ability to compete for individual customers. Individual insurance buyers represent the fastest-growing segment of the market. Big companies with group plans are laying off employees. At the same time, more people are becoming self-employed or going to work for businesses that don't offer group plans.
