The state's top accountant has released a new report - the second in seven days highly critical of the Michigan Department of Human Services. The new audit finds the state made as much as $402-million in improper childcare assistance payments. The report says families received the money, even if they couldn't prove they needed the assistance. And it says daycare providers were paid for hours they didn't work. New legislation will require families who get childcare assistance dollars to also report how many hours they used a provider. That's supposed to allow the state to compare the numbers before sending payments.
