BUFFALO TOWNSHIP.
THE DOWAGIAC-BASED POKAGON TRIBE OF POTAWATOMI INDIANS OWNS THE
CASINO.
THE TRIBE FOUGHT ANTI-CASINO OPPONENTS IN COURT FOR MORE THAN
SIX YEARS FOR THE RIGHT TO BUILD IT.
MICHIGAN HAS 17 OTHER TRIBAL CASINOS, PLUS THREE CASINOS IN
DETROIT AND AT LEAST TWO MORE IN THE WORKS.
BUT THE FOUR WINDS' NEAREST COMPETITION IS ABOUT TEN MILES AWAY
IN MICHIGAN CITY, INDIANA -- WHICH IS HOME TO THE BLUE CHIP CASINO
