ADMINISTRATION SOMETIMES FAILS TO FOLLOW ALL PROVISIONS OF LAWS THE
PRESIDENT SIGNS.
THE GOVERNMENT ACCOUNTABILITY OFFICE REPORTED ON THE
ADMINISTRATION'S ACTIONS IN CASES WHERE THE PRESIDENT ATTACHES
"SIGNING STATEMENTS" TO LEGISLATION.
THE STATEMENTS ARE MEANT TO INTERPRET OR RESTRICT THE
LEGISLATION.
HOUSE JUDICIARY CHAIRMAN JOHN CONYERS OF MICHIGAN AND SENATE
APPROPRIATIONS CHAIRMAN ROBERT BYRD OF WEST VIRGINIA REQUESTED THE
GOVERNMENT ACCOUNTABILITY OFFICE REPORT.
THE STUDY FOUND THE ADMINISTRATION FAILED TO FULLY IMPLEMENT SIX
OF 19 PROVISIONS OF SPENDING LEGISLATION CHECKED.
