Rudy Giuliani in Grand Rapids GRAND RAPIDS (wgvu) - GRAND RAPIDS, Mich. (AP) - Rudy Giuliani says he would employ a crime-measurement system to tighten U-S border security if elected
president.
The Republican candidate told police officers at a convention in
Grand Rapids today that he'd also use the system to track down
terrorism cells and improve the performance of federal agencies.
The system would be similar to CompStat which is credited with
lowering New York City's crime rate during Giuliani's eight years
as mayor.
New York City police compile statistics on crime complaints and
arrest activities each week. The data is used to detect crime
trends and adjust policing strategies accordingly.
Giuliani later expanded the program to help reduce jail violence
and lower the number of city residents receiving welfare benefits.
