Del. flags to be lowered for 9/11 anniversary DOVER, DEL. (AP) (wesm) - Gov. Ruth Ann Minner has ordered all Delaware flags to be lowered to half staff Thursday to honor those lost in the September 11 attacks.

The announcement follows a proclamation from President Bush lowering the U.S. flags. Bush has proclaimed Thursday as Patriot Day.

Meanwhile, the Delaware Air National Guard has scheduled a public ceremony Thursday to observe the anniversary. The remembrance is planned for 1:45 p.m. at the base at the New Castle Airport.
