Sudden Resignations
FRANKFORT, KY

Conflict of interest concerns are being cited for the sudden resignations of Kentucky's state highway engineer and one of his top aides.
Kentucky Transportation Secretary Joe Prather announced late Friday he had accepted the resignations of State Highway Engineer Gilbert Newman and Bill Gulick (JUL-ick), of the Office of Project Development.
Prather says actions by the two raised conflict of interest concerns regarding a widening project on a major state highway in Franklin County. An internal auditor said both should have assigned oversight of the project to an impartial third party. Since that was not done, the auditor concluded a perceived conflict of interest could have resulted.
Secretary Prather says the resignations have no connection to an ongoing federal investigation of the bid letting process in the cabinet during the previous administration.
