Everyone with stalled projects from the folks at the zoo, to the county jail and Ralph Wilson stadium have been waiting anxiously for millions of dollars that the county promised months ago.
The impasse came when the Erie County Fiscal Stability Authority refused to approve the county's request to do the borrowing and then the legislature refused the control Board's demand to do it instead.
But Poloncarz told WBFO News late Tuesday that a compromise is close at hand.
Poloncarz described his talks with the Control Board as positive. But he said it took a third party from state government to pull a potential compromise together.
Poloncarz said, after many long hours of negotiations, they now have a few options being considered. He declined to give details until they make sure the solutions are both legal and financially viable.
But he said it looks like they might have hit on a compromise that will satisfy everyone's concerns - saving taxpayers money without locking in the Control Board for thirty years.
Legislature Chair Lynn Marinelli said she doesn't need to know the details now as long as a deal is reached. She added that it is appropriate that the state, which created the confusing Control Board legilsation, is involved.
The legislature meets for its last regular session of the year Thursday. But Marinelli said, if the body's approval of a compromise is needed, she will try to pull toogther a special session to make sure borrowing goes forward before year's end.
