Cuomo Administration Shifts Agency Heads

(WAMC) - The Cuomo Administration continues replacing leaders of key New York State agencies - it's all part of the process of governing, as we hear in this report from Capital District Bureau Chief Dave Lucas...

It's not unusual for a new political administration to make changes in leadership. Governor Andrew Cuomo is no exception: he's replaced top brass at two key agencies: naming James Moran the new chief at the Office for People With Developmental Disabilities, and John Rybaltowski to lead the Commission on Quality of Care, the independent agency that oversees and polices complaints against institutions that serve the disabled.

Both Moran and Rybaltowski are interim or "acting" heads of the agencies, holding the positions until Cuomo appoints permanent leaders. Moran succeeds Max Chmura, who had been running OPWDD since last June when former Commissioner Diana Jones-Ritter left for a job at the MTA.

At CQC, Rybaltowski takes the reins from CEO Jane Lynch, who resigned shortly after Cuomo took office. She had been appointed by former Governor David Paterson. Jeff Wise is president and CEO of the New York State Rehabilitation Association, a trade association of providers of services to people with developmental disabilities and also some providers who deliver services to people with mental health issues. He says its possible Moran and Rybaltwoski could become the permanent heads of their respective agencies.

Phone calls to the OPWDD and the CQC were not returned in time for broadcast. Some advocates for people with developmental disabilities view the changes at the top as a sign that improvements may be on the way.
