Gillibrand supports the SHOP Act which would allow businesses to buy into insurance pools with other companies, thereby reducing their health care costs.
Gillibrand is also co-sponsoring the IMPACT Act, which she says would create a revolving loan fund for manufacturers. She says the fund is designed to help small and medium-sized businesses develop clean-energy operations.
And Gillibrand wants to create financial incentives to encourage upgrades for short-line railroads. She says freight rail reduces both emissions and highway congestion, and saves money for businesses.
