New fee for ATV operators DUTCHESS COUNTY, NY (WAMC) - Dutchess County, NY residents, who operate light vehicles, including ATVs, will pay a $5 per year fee. Full-sized vehicles will cost $10 per year. The fee, adopted by the county legislature, is expected to generate about $1 million, in 2009, for road improvements.
