ROCHESTER, NY(WXXI) -
There are plans to revitalize even the most decrepit neighborhoods in the City of Rochester. There are plenty of developers ready to do the work. Funding, however, is in very short supply. So rather than spread the funding around, city officials are working to target specific neighborhoods for improvement.
"If all we do is spend our money citywide, then we are not actually able to implement any plans," says Bret Garwood, Director of Project Development for the City of Rochester.
