Va. again named top state to do business by Forbes RICHMOND, VA (wesm) - (AP) Forbes.com has named Virginia as the best state to do business for a fourth straight year.

Forbes.com, the Internet site of Forbes business publications, says Virginia has the best quality of life and is among the top states for its regulatory environment and labor.

Virginia was closely followed in the rankings by Utah, Washington, North Carolina and Georgia.

The rankings are based on business costs, labor supply, regulatory environment, economic climate, growth prospects and quality of life.

Gov. Tim Kaine says the recognition by Forbes is an affirmation that Virginia can compete at national and global levels.
