Speed limit changes?

Back in 1974, Congress passed the Emergency Highway Energy Conservation Act, requiring states to set speed limits at 55 mph to received federal highway funds. It proved to be vastly unpopular and in 1995 it was repealed, returning the power to set speed limits to the states. Now, with fuel prices at record highs, and demand stretching supplies, new consideration is being given to a lower national speed limit. But, drivers seem to have mixed reactions.
