Omaha schools bill debated LINCOLN, NE (NET Radio) - In its latest proposed form, the bill would rework the way only Omaha-area schools are financed and run. It would set up a new board, dubbed a "Learning Community Council," independent of the boards that currently run school districts in Omaha and 10 other districts in Douglas and Sarpy Counties.
