Heineman water proposal criticized

Heineman has proposed the creation of a water resources cash fund. 128 million dollars over the next 12 years would go toward solving the state's water issues, including three million dollars a year in state funds and a half-cent tax per bushel of corn and grain sorghum sold by farmers, beginning in 2013. But Senator Mark Christensen of Imperial says that doesn't address the issue quickly enough.
