(NET Radio) - When David Freeman sees a center-pivot system he thinks about all the people involved with controlling the water it uses, from landowners and local officials to state and federal regulators. There is one epic story that has captured Freeman's attention for the past 15 years: the negotiations among 3 states to protect 4 endangered species on the Platte River in central Nebraska. The Platte River Recovery program was approved by the Governors of Nebraska, Colorado, and Wyoming nearly 5 years ago.
