Woody Keeble in the Roughrider Hall of Fame WAHPETON, ND (Prairie Public) - 35 people have been bestowed with North Dakota's highest honor -- the Theodore Roosevelt Rough Rider Award. Number 36 was inducted in to the state's Hall of Fame on Wednesday.
