Grahams Island park flourishing DEVILS LAKE, ND (NDPR) - There were four parks in the Devils Lake State Parks system before the lake started to rise in 1993. 15 years later, The Narrows is under water, Shelvers Grove had to be closed, and all that remains of Black Tiger Bay is a parking lot and boat ramp.
