Some homeowners in Cook County could see huge increases in their property tax bills this spring.

Others might pay less than before.
That's because a controversial law that limits property assessments is set to expire.
Politicians have squared off over whether the law helps or hurts taxpayers and whether lawmakers should end it or extend it.
Now three academics have stepped into the fray, proposing new solutions to the property tax dilemma.
