Former Flint Police Chief, Father Indicted for Fraud
(2009-05-21)
(Michigan Radio) -

Two men who ran Flint's police department face possible federal prison time.

Fraud counts have been filed against father and son, Richard and David Dicks.

David Dicks was appointed interim Flint police chief a year ago. At the same news conference, his father, Richard Dicks was appointed to oversee the city's entire public safety division.

But the federal investigation that lead to this week's indictments was already well underway.

Federal agents raided David and Richard Dicks' homes in February of 2008. The raids connected to an investigation of a Genesee County workforce development agency, Career Alliance. The job training agency has been the subject of criminal investigations for more than a year.

The 13 count indictment alleges David Dicks was paid by the federal government to provide private security, at the same time he was on the clock as a city police officer.

The two men face 20 years in federal prison on each of ten fraud counts. They also face a quarter million dollar fine on each count in the indictment.

David and Richard Dicks will be arraigned next week.
