A New Detroit Corruption Scandal

Federal authorities say kickbacks were paid to two Detroit officials in 2007 after the city completed the sale of a 160-acre camp in Livingston County.
The disclosure was made in a document filed Friday in federal court. The government says $50,000 was shared by three people after a church purchased the camp for $3.5 million.
One of them is a former police officer, Jerry Rivers, who is expected to plead guilty Friday to conspiracy. Authorities say he worked with two people identified as city officials "C" and "D".
The court document says official "C" sent a memo to the Detroit City Council recommending the sale. The memo obtained by The Associated Press is signed by Kandia Milton, a top aide to then-Mayor Kwame Kilpatrick.
