Quinn light on specifics in first State of the State address

SPRINGFIELD, ILL. (St. Louis Public Radio) - Illinois Governor Pat Quinn gave his first State of the State address yesterday.

He touched on topics from biofuels to high speed rail, but spoke little about Illinois' biggest issue - the budget.
