Carbon cap-and-trade has many uncertanties

ANN ARBOR, MICH. (St. Louis Public Radio) - President Obama wants the United States to reduce greenhouse gases, especially carbon dioxide, that contribute to global warming. And Congress is considering a carbon cap-and-trade program.
