(KUNC) - On public lands across the West, it's not uncommon to find a patchwork of well- worn trails made by four wheelers and motorbikes. Many of them are illegal. And federal land managers have been trying to crack down lately. But money for enforcing new rules has been hard to come by. Now some states like Colorado are launching their own enforcement programs.
