Governor Bill Ritter says the federal government should take a guarded approach to opening up some 360,000 acres of land in northwest Colorado to oil shale development. In Washington Thursday, Ritter testified before a senate energy committee on the pros and cons of developing the nation's oil shale reserves. KUNC's Kirk Siegler reports.
