The federal agency eventually plans to open a toll-free line for calls related to endangered gray wolf management in the state.
Fish and Wildlife Service regional director Robyn Thorson says she wants to assure the public her agency will investigate all wolf depredation incidents and take appropriate action.
Otter said last Monday that Idaho would no longer perform such duties, because he was upset U.S. Interior Secretary Ken Salazar had ruled out a legal hunt following wolves' relisting under the Endangered Species Act.
The matter has become a campaign issue, with Otter's Democratic rival Keith Allred contending the Republican abandoned the ability for Idaho to control its own destiny.
