A bill that regulates how surface landowners will be treated when carbon dioxide gas is stored below their property is making its way through the legislature. The complicated measure sets up protections for landowners and guidelines for energy developers who need to store CO2. Carbon Dioxide is being blamed for problems associated with climate change.
Wyoming has already passed a series of bills dealing with carbon storage in an attempt to be a national leader in the field. Gillette Republican Tom Lubnau says it's important that Wyoming set policy that does not give too much power to industry. He says some states are already pushing laws with eminent domain and other pro-business rules.
Lubnau stresses that the bill requires that all surface landowners must be compensated. The bill will face a final vote by the House on Wednesday.
